Renters reform bill

Renters’ Rights Act officially came into force across England in May 2026.

 

    Core changes within the new bill include:

  • Abolition of 'No-Fault' Evictions: Section 21 notices are permanently banned. Landlords now need a valid legal reason (e.g., selling the property or moving in) to evict a tenant. 
     
  • End to Fixed-Term Contracts: All tenancies have shifted to periodic (rolling) contracts from the outset, allowing tenants to leave at any time by giving two months’ notice. 
     
  • Fairer Rent Rules: Rent increases are restricted to once a year at market rate. Furthermore, landlords are prohibited from accepting bids above the advertised rent, and rent in advance is capped at one month.
     
  • Pets and Discrimination: Landlords cannot unreasonably refuse a tenant's request to keep a pet. Blanket bans discriminating against renters on benefits or those with children are also illegal

Government to promote
pets allowed in rentals

The Housing Secretary announced on January 4, 2020 that the government’s model tenancy contract will be revised to end the ban on well-behaved pets in rental homes. This shift is intended to improve the quality of life for responsible tenants by encouraging landlords to review the right to keep a pet on a case-by-case basis rather than applying a blanket ban on pets.

New regulations for
electrical safety

New regulations on Electrical Safety Standards in the Private Rented Sector will hold landlords and agents responsible for ensuring that electrical installation inspections and testing are carried out on all new tenancies from July 1, 2020, and all existing tenancies from April 1, 2021.  

The new regulations require that these inspections and tests are repeated at least every five years by a qualified professional. Landlords are furthermore required to supply each tenant with a report of the results of the inspection and test with 28 days and retain a copy of the report until the next inspection.
